Smart export meter exchange timing

When an export tariff needs an existing meter check rather than a physical exchange, and which later stages can still delay payment.

A physical smart-meter exchange is not an automatic step after solar or battery installation. The existing meter may already be capable of the half-hourly export measurement required for SEG payment.

The first question is therefore not “How quickly can the meter be replaced?” It is “Can the chosen export supplier use this meter and its export data?” A meter can record export locally while another part of the setup, such as the export MPAN, supplier enrolment or data retrieval, remains incomplete.

What Ofgem requires

Ofgem’s SEG guidance says renewable export must be metered. The export meter must be capable of half-hourly measurements and have an export MPAN. Government guidance says this would typically be a smart meter.

Ofgem also says an existing meter may be capable of measuring exported electricity. The chosen SEG licensee should confirm whether it can be used. If the meter can be read remotely, payments can be made without the owner taking manual readings. If it cannot be read remotely, the owner should agree with the supplier how readings will be taken.

That leaves three possible outcomes:

  • the existing meter and remote data are accepted
  • the existing meter is accepted with an agreed manual-reading route
  • the supplier requires a meter exchange or other metering work

Do not infer the answer from the meter generation, an app label or the presence of an in-home display. Obtain confirmation against the exact meter serial number and export tariff.

Meter-exchange dependencies

Give the prospective export supplier:

  • the meter make, model and serial number
  • the import MPAN
  • a photograph showing the meter and any export register
  • the MCS or equivalent certificate
  • the DNO acknowledgement or acceptance
  • details of any battery or additional generating equipment

Ask the supplier to state in writing:

  1. whether the existing meter meets its export-tariff requirements
  2. whether it can retrieve half-hourly export data remotely
  3. whether manual readings are acceptable if remote data is unavailable
  4. whether a physical exchange is required and who will arrange it
  5. whether an export MPAN already exists
  6. which stage controls the tariff start date

This avoids replacing a serviceable meter when the actual hold-up is an industry record or supplier process.

A meter exchange solves only the meter problem

Installing a compatible meter does not itself:

  • complete G98 or G99 connection paperwork
  • create or enrol an export MPAN
  • approve a SEG application
  • establish how battery export will be treated
  • start a tariff contract
  • guarantee that remote data reaches the supplier immediately

Those are separate checks. The export MPAN identifies the export connection point; the meter records the energy; the supplier enrols the point and issues the contract.

After an exchange, keep the job record and photographs of the old and new meter readings and serial numbers. Confirm that the new meter records export and that the supplier’s account shows the correct serial number. A successful import reading does not by itself prove that export data is present and attached to the export MPAN.

The end-to-end sequence

A first-time SEG setup commonly involves these stages:

  1. The installation is certified and its G98 or G99 process is completed.
  2. The owner applies to a SEG licensee with the requested evidence.
  3. The supplier checks whether the existing meter is acceptable or arranges metering work.
  4. An export MPAN is located or requested.
  5. The DNO creates the MPAN where a new one is needed.
  6. The supplier enrols the export MPAN and links the correct meter.
  7. The supplier obtains an actual export reading.
  8. The supplier confirms the contract and payment start date.

These stages do not always happen in precisely that order, and some can run in parallel. Octopus publishes one clear example in which it checks the installation documents, requests an MPAN from the DNO, enrols the number and then begins collecting export data. Other suppliers and DNOs may use a different workflow.

There is no dependable national duration for the complete process. A quoted meter appointment covers only one stage and should not be presented as the date export payment will begin.

Why a system may export before payment starts

The electrical system can be commissioned and physically exporting while the commercial setup remains unfinished. Ofgem says a SEG licensee is not required to pay until it has access to, or has received, an actual export reading. The supplier also sets the contract terms and payment arrangements.

Keep a dated opening export reading, but do not assume payment will be backdated to installation, meter exchange, application or MPAN creation. Ask for the effective contract date and any backdating policy in writing.

If early export payment materially affects the purchase decision, settle the metering and tariff route before installation. An installer cannot promise a supplier’s later MPAN, data or contract timescale.

Diagnosing a stalled setup

Ask for the state of each item separately:

  • Connection: Has the DNO acknowledged or accepted the generation and storage?
  • Certification: Has the supplier accepted the MCS or equivalent evidence?
  • Meter capability: Has the supplier confirmed the exact meter can measure the required export?
  • Meter data: Can the supplier see actual export readings?
  • MPAN creation: Does an export MPAN exist, and what is the number?
  • Enrolment: Has the SEG licensee enrolled it?
  • Contract: What is the confirmed tariff start date?

A meter appointment will not resolve missing DNO paperwork. A DNO-created MPAN will not resolve a wrong meter serial number. An export register visible on the meter will not resolve incomplete supplier enrolment. Naming the missing stage makes escalation far more precise.
